City of Los Angeles Offers 3,295 Emergency Housing Vouchers

Mayor Eric Garcetti today announced that the Housing Authority of the City of Los Angeles (HACLA) will receive 3,295 Emergency Housing Vouchers through investments in the American Rescue Plan — the second-largest allotment of this aid in the country.

"The American Rescue Plan is doing exactly what was promised — helping our hardest-hit families, workers, and communities recover from this pandemic, get back to work, find a roof over their heads, and begin the road to a stronger tomorrow," said Mayor Garcetti. "As a city already making heroic investments in solving the twin crises of homelessness and housing insecurity, Los Angeles is ready to put these vouchers to work bringing our unhoused neighbors indoors and forging a fairer, more just and equitable future for every Angeleno."

A brand new set of assistance, these vouchers are designed to equip the City with resources specifically designed to assist individuals and families who are homeless or recently homeless; at risk of homelessness; and fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking.

These tenant-based vouchers expire after nine years. Overall, HACLA will receive over $46 million for this program alone. This investment arrives over and above HACLA's regular distribution and administration of 51,000 Section 8 awards.

"We are honored to receive the second largest allocation in the county," said Doug Guthrie, President and CEO of HACLA. "These vouchers will be a great help to Los Angeles residents who have been impacted by the pandemic and are now facing housing instability. HACLA is prepared to get these out to Angelenos in need."

The American Rescue Plan provides nearly $50 billion in essential housing and homelessness assistance, including emergency rental provisions, utility bill assistance, financial aid for college students, and direct aid to state and local governments to finance supportive services, affordable housing, and acquire non-congregate shelter spaces.

The Housing Authority of the City of Los Angeles (HACLA) was established in 1938 by City of Los Angeles Resolution No. 1241. HACLA is one of the nation's largest and leading public housing authorities, providing the largest supply of quality affordable housing to residents of the City of Los Angeles. HACLA provides affordable housing to over 83,000 households in its Public Housing and Section 8 departments, and offers a range of permanent supportive housing programs for homeless households, including: Project-Based, HUD – Veterans Affairs Supportive Housing, Homeless, Tenant Based Supportive Housing, Housing Opportunities for Persons with Aids (HOPWA), Continuum of Care and Moderate Rehabilitation Single Room Occupancy program.
